I was asked to identify the location in this picture taken in 1935. Reminds me of the Upper Mississippi River.... Davenport, Burlington? Any help?

Don't know but
I do know its not Davenport, and it doesn't look like any towns I'm familiar with up here...

Is that striped conical pole to the right a lighthouse? Those are pretty big buildings for the upper river towns I know.
